RAR is not a well-understood archive format.

I assume you are dealing with the DCCP Linux implementation? This implementation is not 100% ready yet; questions about it should be directed to the dccp@xxxxxxxxxxxxxxxx DCCP CCIDs, including CCID2 and CCID3, are expected to compete fairly with TCP when under fairly comparable conditions, such as similar packet sizes.
