Qt -> Gtk this is OK, but also GtK -> Qt, all using same theme, a Standard Theme. This should be hosted, in Freedesktop, with graphical representation of how a button, for example, should be drawn side, color effects, may no animations may be, but its different state. With this, all toolkits can create themes in their own format, CSS for GTK+.

I don't understand your proposal.
There are people who try to make Qt use GTK+ themes [1][2]. This is
probably much easier than convincing all toolkit developers to use a
standard theming API — theming API transitions always come with angry
users and theme designers whose themes were broken.
