Failover does not work

Hi.
 
I use gnugk2.2.8 and tried to do gateway failover.
The call hits the first GW and when failing with (34-no channels) no retrying happens even though ActivateFailover=1.
The gateways are configured as permenant endpoints and do not register to gnugk. (can this cause the failure?)
I can see in logs that the 3 gws are picked and selected the correct priorities

Can anyone guide me to find the reason why it does not failover.
