Thanks.  That worked.  Not sure why the other way didn't.

If I want to make London the hop-off location for any country code that's 
not "1", then this should work?

[RasSrv::PermanentEndpoints]
10.23.10.222=gatekeeper-monitoring-check
10.244.57.5=london;!1

And likewise, I could configure NY and Chicago to be the hop-off for a 
dialed number that starts with "1"?

10.244.22.5=chi;1
10.244.2.5=ny;1:=2

and ny will be the second choice?
