Call failover not working well

Dear all,
    Can anyone help me on the call failover option of gnugk 2.2.4.
My arrangement is such that i have 2 endpoints, both are Quintum.
My Gnugk is working in full proxy mode and with roundrobin option enabled
and both endpoint has priority 1.The routing configuration is as follows:

;i think all causes are not working eg, 34

if one endpoint is offline then call always hits the other endpoint though
its in roundrobin mode, thats fine. But if my one endpoint's capacity is
full by some directmode calls that did not come via the gnugk then when i
make call for test in gk it still hits in both the gateway's in turns
although the capacity of one is full, so one call fails.
       Thus my failover option is not working when one of the endpoints is
full with a call from some other sources. Can anyone help me?
