the 0.0.0.0 means that calls cannot be sent to
any endpoint under the current rules that are available.
For example, if you're using CapacityControl for
a particular customer on a particular route, then any calls exceeding the
capacity would get a destination of 0.0.0.0 and would be disconnected with q931
dcc 34.
In another case, if you have NumberAnalysis setup
and one of the calls does not qualify as a valid calls after NumberAnalysis,
then that call is given a destination of 0.0.0.0 and would be disconnected with
q931 dcc 28.
There are other examples also. Usually the
q931 dcc explains what could be the reason behind the call being
disconnected.
