Auto re-registration with new dynamic IP

I'm hoping some of you can help me.
 
The gatekeeper is running off a static IP. Some endpoints (gateways) are running off public dynamic IP. (They are not NAT.) Whenever their IP changes, they re-register with the gatekeeper with their new public dynamic IP. However, the gateway simply adds the IP to the existing registration, which makes them unreachable. The documentation refers to OverwriteEPOnSameAddress=1, but it doesn't seem to work.
 
Here's an example when you display "all registrations":

As you can see, the new IP address is added at the end instead of the existing registration.
I would like the gatekeeper to unregister the old IP and re-register with the new IP.
