Think of virtual queues as ARQ rewriting: You are simply changing the
dialed number and the following policies must route the new number.

In you case the next policies obviously can't handle 601 as a
destination. Keep in mind that the policies are evaulated in order, so
it often makes sense to repeat eg. the internal or external policy after
the vqueue has rewritten the destination.
