You can not register your gateway in two different gatekeepers at the same time. The secondary gatekeeper config in your Tenor would work in case of any problems in the connection between gateway and the primary gatekeeper.
 
Since your gateway is registered into your primary gatekeeper it wouldn't register itself into the secondary and that's why the calls would get ARJ through the second gatekeeper but not the first one.

Let the scenerio as follows,
I have two GnuGK in two PC having both public IP and a tenor quintum A800 also having public IP.
Now I configure .ini as follows,

[RasSrv::GWPrefixes]
bab=345

And in quintum, in conf->h323gw section I change as follows,

Primary GK Address = xxx.xxx.xxx.xx1
Primary Auto Discovery = 0
Secondary GK Address = xxx.xxx.xxx.xx2
Secondary Auto Discovery = 0
H.323 ID = bab

when I call through xxx.xxx.xxx.xx1, it works very fine.
but when I call through xxx.xxx.xxx.xx2, the calls are drpped and the calls may route to xxx.xxx.xxx.xx1

because, telneting xxx.xxx.xxx.xx2 it shows
ACF|.........................................|false;
DCF|.........................................|normalDrop;

but telneting xxx.xxx.xxx.xx1 it shows
ARJ|..........................................true|routeCallToGatekeeper;


Have any idea to solve it ???
