failure make 2.2.3 cvs

I have tried now to compile the cvs 2.2.3 with three different distributions
(rh9, centos 4.1, debain 3.1) and pwlib and openh323 are newest versions
from sourceforge.
but i get allways the same failure message

(pwlib 1.9.0 and openh323 compile well with LDFLAGS +=-static and
optnoshared
but openh323 with LDFLAGS +=-static make optdepend optnoshared fail)

please help
