You're right. The comma separated values worked only for inbound rules. I've already fixed this in the cvs.

I think Budi is right. I just checked out rule for CLI and is using only the first CLI in the list:
2005/05/20 17:55:53.711 5 clirw.cxx(383) CLIRW 0 inbound rules loaded

[RewriteCLI] out:any=any dno:021=1,2,3,4,5
If the first CLI is a range it gives indeed CLI's from that range randomly. But is not working with comma separated CLI's. For incoming rules everything is ok.
