Maybe you missed that in your config you have 1721 set as a signalling port number, while H.323 default is 1720 and your Cisco maybe tries to send the call to port 1720.

I got my cisco box registered with openh323gk and my netmeeting client connected as well.
However, each time I made a call to via the cisco box "the other party did not accept your call" comes up
