Yes you can use a perl program to do that... 

For example... you can start a program (may be per, python,c...)
that listen to the port 7000 of the running gnugk..
than.. this program watches the messages from the gnugk
showing what is happening... when the endpoint disconnects,
it writes a message indicating the event... in the message there is
the h323ID... so you can issue an sql statement to make the flag 
to false using the gk id, and the endpoint id (from the h323ID field..)

If you do not know how to program a network program there are
ways to do it using standard input/output 

for example... netcat...

using this program you can make a program, even a shell script
that controls the gatekeeper...
