The ringing tone is always produced from some gateway (VoIP or not) between the two endpoints. Typically this ringing sound should be produced as close as possible to the originating side. Gnugk is just exchanging the messages between the two gateways and since you can see that the ALERTING message is exchanged then you should check your gateway configuration.

Since you are using cisco have a look at the progress_ind command (it should be given inside a dial-peer configuration).
