Where did you find %{calling-party-id}? I can only remember
%{Calling-Station-Id} for SQLAcct module and it should
point to the Calling-Party-Number. If not, it is either:
1. A bug.
or
2. H.323 messages do not contain enough info to determine
    Calling-Party-Number.
