SQL config issue

Hi,

following noticed with SQL config on 2.0.8

PermanentEndpointsQuery returns:
192.169.35.61 | 1720 | gw1 | NULL

GWPrefixesQuery returns:
gw1 | 456

RewriteE164Query returns:
 888       | 456

when trying to call 8881234 it should be rewritten to 4561234 and routed to gw1, but instead I
receive: Destination not found for the unregistered call...

The solution was to require PermanentEndpointsQuery to return 456 in
prefix field instead of NULL like this:
   192.169.35.61 | 1720 | gw1 | 456

should we always specify prefix in  PermanentEndpointsQuery?
documentation says it is optional...
