Is it possible to do it without radius?

No, it's not relatad with NAT or firewall. As I can see it's a problem of
Planet VIP-400 gateway. To direct calls from gateway to gatekeeper I've
registered a "Remote destination IP" with IP of the gatekeeper and this method
does not allow routing. So now I have to set Proxy=1 to hear voice directed
from gateway to gatekeeper.

Maybe there are other ways to direct calls from gateway to gatekeeper
with enabled routing (not proxy)?
