RasSrv.cxx uses the callIdentifier field if present to tie up the two halves
of the ARQ's - the 3520 was setting this to all 0's hence the problem.  
A firmware upgrade on the 3520 fixed the issue .... it also resoved the issue
with the gateway registering all it's prefixes as endpoints.
