How does the gatekeeper determine if the answer ACF ties up with an orig ACF? When calling in from the PSTN, even with ArjReasonRouteCallToGatekeeper=0 the GK clears the call eventually because it thinks the first callrec never completed and sends a DRQ which has the effect of tearing down 'both' calls.
