You can try a different config for your main GK.
Set:
AcceptUnregisteredCalls=0
AcceptNeighborsCalls=1
and add the other GKs as neighbors:
[RasSrv::Neighbors]
GK1=IP1
GK2=IP2
(substitute gatekeeper aliases and IP for GK1,GK2,IP1,IP2).
This way you should be able to route calls from GK1 to GK2 through your GK.
