No H.323 endpoint that is not registered with GK will send ARQ ever (RRQ or anything else).
If you send signalling from cisco router to GK address, then you will have a chance to authenitcate
calls through Q.931 Setup authentication modules. Currently, only RadAliasAuth implements
Setup authentication.
