Yeah, I've been wondering that myself.  Actually I thought Eclipse
already had a lot of javadoc parsing and formatting code in it --
since, e.g., it detects a lot of javadoc errors and it can show a
tooltip with javadoc in it for code in the project you're editing.

I wonder if we could make a standalone Eclipse-based javadoc the same
way there is ecj and the standalone code formatter...
