If we are talking about full replacement for save/export-for-web plugin, you'd have to have preview of the final image (a grid of multiple previews with different exporting settings would be even better), as welll as something that GIMP doesn't have at all yet -- writing optimized PNG files (see http://optipng.sourceforge.net/pngtech/optipng.html).
