Currently, a user can't really figure out what this setting does, at least by reading the docs.

This is part of the problem - some useful information is kept from users of other platforms.
i dont think this document could be improved much the ideas are not simple. i do know that it also explained to my friend the reason that Photoshop7 interfered with her Outlook on an operating system which was not *nix.
At least it could become part of the gimp docs and be translated - just like the man pages.
