For the many user, "anything that is not visible does not exist".  All keyboard
shortcuts and (especially!) modifier keys should be made visible using a tooltip,
a message in a status bar, or some mention in a dialog box.  And of course they
should also be explained in the help pages, but it is important to have some
feedback in the user interface otherwise the user will not even know that
something more is available and can be found in the help pages.

A general change in the keyboard shortcuts between 1.2 and 1.4 should be to use
the Alt+key combinations only for accessing the top-level menus and the other
combinations (Ctrl+key, Ctrl+Alt+key, Ctrl+Shift+key, ...) for direct access to
some tools or items in the menus.  So we should free Alt+F, Alt+I, ...
This would provide a better consistency within the Gimp and between the Gimp and
other applications.
