Gimp-print generates the HTML (and .pdf, and .ps) manuals at packaging time.
Do keep in mind that using Gnome-Print to generate the PDF files will give you "flat" documents (ie. no hyperlinks, bookmarks, etc.) which are VERY USEFUL for documentation...
