Interesting... I also use cvs.gimp.org, and...
cvs.gnome.org has address 209.116.70.81

It is almost impossible to serve different regions differently (how do you
decide where one comes from), and I get the same problems wether I use a
.com/.de domain (and a us/europeean ip address).

However, if they load share (easy for www) then this could explain the wwwcvs
problems. For cvs (write) access it is hardly possible.
