I'd say gimp itself lacks these, indeed.

Here is a proposal:

1. sharable data directory, version dependent ($prefix/share/gimp/1.1/)
2. sharable data directory, version independent ($prefix/share/gimp)
3. user directory, version & architecture dependend (.gimp-1.1)
4. nonsharable data directory, version dependent ($prefix/lib/gimp/1.1)
5. nonsharable data directory, version independent ($prefix/lib/gimp)

Everything else should be deducable from these values (e.g. plugindir is
4. + plug-ins or so, I don't mind if we already provide this). One could
argue about version-independent non-sharable files, but...

AFAIK,

1. gimptool --gimpdatadir
2. -
3. - (OUCH)
4. - (OUCH)
5. - (OUCH)

o.k., while gimptool returns a lot of nice paths, I can clearly see your
problem now. Silly, as I myself need tricky regexes to find out the
library directory for gimp-perl :()
