I may be uniquely cursed, or stupid in ways I've yet come to suspect, but up
to now
attempts to reply to the <bugnumber>@bugs.gnome.org result in a failure
notice (see attached).

If I interpret the attached failure notice in various ways, I get the
impression that <bugnumber>
needs to be followed by a hyphen and then a keyword like "quiet" or
"maintonly." Haven't had
the opportunity to experiment, but a bugnumber by its lonesome does not
appear to be good form.
