If you want your changes to be turned into easily installable packages, then your team needs to make releases more frequently. No-one is going to package the documentation from a git snapshot. You need to decide when the git tree is in a good shape and roll out a gimp-help release. Then the packagers will pick it up and deliver it to the users.
