They find them in new installers created for newer releases of the GIMP
user manual. At the moment, 2.6.0 is the most current release available
from ftp://ftp.gimp.org/pub/gimp/help

If you want more up-to-date docs, make sure that there is a more
up-to-date release (FTP space should be less of an issue soon).
