If I have understood well the intent of the page creators, that page is a sort of semaphore to avoid some conflicts (not all). I think that that page doesn't (and it shouldn't) reflect the small fixies that are easily resolved if they are really small... The page is meant for telling to all us: " ... I'm doing a massive chenge here.
