At one time only hard links were supported on Unix platforms.  Soft links were (apparently) introduced in BSD 4.1a.

Hard links are also supported on Windows on NTFS partitions, which are almost universal now.

On the other hand, due to some paranoid reasons, creation of soft links (not junctions!) requires administrative privilege.
