libstdc++ problems on aix 5.1

greetings.  

ive followed http://gcc.gnu.org/install/specific.html#x-ibm-aix this when building gcc on aix.  im able to bootstrap 3.4.3 fine on aix 5.1 (ml-07).

configured with:
# gcc -v
Reading specs from /usr/local/lib/gcc/powerpc-ibm-aix5.1.0.0/3.4.3/specs
Configured with: ../gcc-3.4.3/configure --enable-languages=c,c++ --enable-threads=aix
Thread model: aix
gcc version 3.4.3

built with vac 6, also tried with gcc 3.3.2

the problem is that even though the patches refed by the doc above have been applied, i am still seeing behavior as if the patches havent been installed.  

# instfix -vik IY25528
IY25528 Abstract: Assembler .bb/.eb pseudo-ops get bad section numbers

    Fileset bos.adt.base:5.1.0.25 is applied on the system.
    All filesets for IY25528 were found.
# instfix -vik IY54774
IY54774 Abstract: ar fails archiving assembler object

    Fileset bos.adt.base:5.1.0.55 is applied on the system.
    Fileset bos.rte.bind_cmds:5.1.0.55 is applied on the system.
    All filesets for IY54774 were found.

libstdc++ exports no symbols, a dump -Tv on libstdc++.so.6 shows no symbols exported.  the .exp files created during the bootstrap is empty.  outside of linking shared object with libstdc++, 3.4.3 seems to work fine.  static linking of libstdc++ works fine of course...

any one have any ideas?
