Summary: logging not working

Initial Comment:
I'm using the Windows version of Gaim and I'm finding
myself unable to log conversations or to use the system
log.  I went to \Documents and Settings\(my
username)\Application Data and there was no .gaimdirectory.  When I try to view the logs it just gives
me an empty form.

This is more of a minor annoyance than a serious
problem, so I can understand if there are more pressing
concerns.

You should try to determine what caused your HOME directory
to be modified and restore it, however Gaim 1.1.0 uses the
GAIMHOME value which means that if you install that version
of Gaim, your profile should return to the documents and
settings location.  Have you upgraded to Gaim 1.1.0 yet?

I am the admin, but I typically use a non-admin login to
protect my system from the dangers of the Internet. 
However, I was able to create a folder "logs" in the .gaim
directory. (One had not existed before.)  It's actually kind
of disturbing that my home directory isn't protected...

You have enabled logging through the preferences, correct? 
Does your system give you the rights to create directories
and files in C:\HOME?

If you are not an administrator or the folder permissions
are very unusual you could be unable to create new items in
that location.

actually, I checked and my HOME variable is set to the
folder C:\HOME\.  I looked inside it and there is a folder
named .GAIM.   However, this folder doesn't contain any logs.

open a command prompt window (start -> run -> cmd)

Type the following:

set HOME

If none of the values listed say "HOME=" at the beginning,
home is not set.  Also, as Luke asked, does your username
have any non-ASCII (international) characters in it?
