I would say whichever isn't included in GNOME3. Our criteria don't always assign blame, just that a failure can exist that needs to be resolved. Dependency resolution failures are a good example. A dependency can be broken by a new package build, but it's possible the bug is that other packages need to be rebuilt. It really depends on the nature of the specific bug to decide which component is most appropriate to resolve the issue. Thanks, James
