There is not technical reason why gnome-session needs to depend on gnome-shell, this the dependency is artificial. Moblin is just as much a GNOME based first-class desktop environment as gnome-shell, just for a different use-case (Netbooks). There are other use cases as well, say computers with limited hardware.
