 I think you can do this query at the advanced query page using boolean
 charts. Does the output of the following query look like what you want:

 https://bugzilla.redhat.com/buglist.cgi?negate0=1&type1-0-0=equals&query_format=advanced&order=Importance&field0-0-0=bug_status&value1-0-0=611991&type0-0-0=changedto&value0-0-0=VERIFIED&field1-0-0=blocked

 Note that I couldn't use the F14Beta alias for 611991 in this query.
