Probably your CPU has some steps. for example :
[ali@localhost ~]$ cat /proc/cpuinfo
processor : 0
vendor_id : AuthenticAMD
cpu family : 15
model : 44
model name : AMD Sempron(tm) Processor 3000+
stepping : 2
cpu MHz : 1000.000
...
It mean my CPU can work with 1000 and 1800MHZ.
When the CPU is idle,it's frequency will decrease and when it had load,depends on load it will be increased.
You can work with kvm or such programs and again do a "cat /proc/cpuinfo" or "lscpu".

Getting the same results on a KNOPPIX-6.2 (i686).
But running the same command on my real F13 system (i686) says:
*2194.034 MHz* for each core.
