Hi Cornel,thanks for the hint. *cpuspeed* was the culprit: If booting my F13 in runlevel 1, it shows the same reduced MHz. This results from an enabled cpuspeed in runlevel 1. By stopping cpuspeed, getting immediately the std CPU speed (2.2 GHz).
