But what if the bug exists on RHEL too?

the Bug may still exist in RHEL but RHEL isnt Fedora, Fedora isnt RHEL , since people are using RHEL more often than Fedora users are using fedora i think the Bug is going to be fixed quicker than it will be in fedora since RHEL is not a Free Enterprise Linux more attention will be put into that than Fedora , as Rahul said im sure the fedora Community only has a certian amount of Developers/Resources,
