All "official" GNU software is copyright by the FSF.
Depends how you define "official". The FSF *encourages" copyright
assignment, but does not require it, even for software is officially
"GNU software". For example Kawa http://www.gnu.org/software/kawa
which is primarily copyrighted by me.
OTOH, the FSF does require copyright assignment for some GNU projects
that are directly managed by FSF volunteers, such as gcc which is
managed by the gcc steering committee.
