Everything would basically require all other groups, and specify that all optional packages in those groups were installed. It wouldn't even have to select every group. Leaving out the language specific groups would make sense since people will complain about getting languages they don't speak even if they selected everything. I don't think comps.xml has a mechanism to specify which packages in a groupreq should be selected.
