Since the rc.sysinit replacement of insmod -> modprobe in
initscripts 8.12-1,

o   - rc.sysinit: use modprobe, not insmod (#159120, <tmus@xxxxxxx>)

it is sufficient to simply put aliases in /etc/modprobe.conf:

  alias battery off
