I think it does matter when one crosses the line between test and rc. At some point someone (advanced users) need to start using the release for real work and I think that rcs are probably the place for that to happen. Software doesn't go from buggy to stable over night and there needs to be a testing and feedback process in place for it to happen. I think rc testing might be the place for that to happen.
