So Pagure actually supports scoring with 👍 and 👎 emoji, at least with pull requests. It might be possible to extend this to issues and add a simple way to see the score from the UI.

It is supported by issues, but not by API. I already talked about it in one of my previous responses:
With Lukas Brabec we also considered adding a "thumbs up" reaction to your comment if it contains a well-parsed command, which could show up immediately. But it seems to be not supported by Pagure API at the moment.
