Just a guess, head to koji and find a 4.9 kernel and see if it's

You mean:
  sudo rpm -i kernel-4.9.0-0.rc5.git2.1.fc26.x86_64.rpm

or is there something else I need to do?

You have to update at least kernel, kernel-core and kernel-modules. You may also want to update any other kernel subpackages you have installed too. I would recommend using 'dnf update', not 'rpm -i'; it will automatically parallel-install the subpackages which should be parallel installed.

No luck.

After reading https://kashyapc.com/2013/05/12/fetching-rawhide-kernel-builds-using-koji/
I did a
koji download-build --arch=x86_64 kernel-4.9.0-0.rc5.git2.1.fc26.x86_64.rpm
dnf localinstall *.rpm
(after removing two *pref*' rpms that conflicted)

I successfully booted into 4.9.0 (as confirmed by uname -a).
However, configure / Displays still shows "Unknown Display" at
Resolution 800x600.

FWIW, I noticed Xorg.0.log complains about a missing /dev/dri/card0,
and there is no /dev/dri at all. (It exists on my old laptop.)
