I was hoping I could circumvent all this tinkering and fiddling in F24 :-( If you are also getting both kernels, then I think the solution might be to copy the /etc/sysconfig/kernel file from F23— it's likely required after all. I've been battling this problem since about F17 or so. One release, I noticed that the installer (still anaconda?) gave me the PAE, so I thought that must be correct. Next release, the installer gave me the plain kernel. Whoa, I said, and spent hours downloading the pae kernels, setting up the sysconfig/kernel file (I had to learn about it first), getting grub.cfg straightened out, etc. I never succeeded completely and I had to tweak every update. Never again, I said. Next release, I was vigilant, hoping to get the pae right away and not have to undo it all. Subsequent release, I learned that my computer's memory is insufficient to be able to use pae. I'd been using the wrong kernels! Back and forth like this an now we're at F24 and I was pleased to see that the installer correctly gave me the plain kernel.
