Well caught, guys!

The obvious thing to do is to file a bug against abrt-cli. If A runs
when B is installed, but A doesn't run when B isn't, and A doesn't
have a dependency on B, it's a pretty safe bet that filing a bug "A
should depend on B" is the right thing to do. Even if the fix turns
out to be something less obvious, that's the right starting point.
