I noticed this morning the /etc/X11/xorg.conf no longer seems to be being used and that I need to put the config in /etc/X11/xorg.conf.d to get it used. Since I have a monitor that doesn't do EDID this kept X from coming up during boot. I expect there will be a few other people impacted by this and it should probably get mentioned in the release notes. (Unless it is really a bug.)
